No Gateway Liberalisation

The ZNBC reports that the President has no intention of liberalising the international gateway. In addition to the "security concerns" argument that we have heard before, it appears LPM has found a new one :

....President Mwanawasa also noted that in countries where the gateway has been liberilised, communication is now worse off than it was before.

Unfortunately, since the President has chosen not to consult on his position, we do not know whether he really has done a thorough review to support his strange assertion.
