Election 2008 : PF's Statement of Intent

The Patriotic Front have now uploaded the Way Forward 2008 document which has been heavily trailed in the media. The document sets out Michael Sata's statement of intent and where PF will focus if elected to the executive. I gather a fuller document is expected down the line. I am sure as the campaign gains momentum we will see similar documents (and hopefully larger documents) from other parties. Excerpt:

PATRIOTIC FRONT , THE WAY FORWARD FOR ZAMBIA

ANY SERIOUS EFFORT AIMED AT ADDRESSING THE MANY VEXING PROBLEMS AND CHALLENGES OF SUSTAINABLE DEVELOPMENT IN ZAMBIA MUST START WITH EARNEST SOUL SEARCHING, AND STOCK TAKING. ZAMBIA WHICH WILL BE 44 YEARS OLD NEXT OCTOBER IS ONE OF THE MOST LAVISHLY ENDOWED COUNTRIES IN THE WORLD IN TERMS OF NATURAL RESOURCES. IT HAS A POTENTIALLY DILIGENT POPULATION AND ABUNDANT LAND. MOST OF THE LAND IS ARABLE AND FERTILE. THE COUNTRY INVARIABLY HAS ADEQUATE AND EVENLY DISTRIBUTED RAINFALL AND GOOD CLIMATIC CONDITIONS. THERE ARE NO CLIMATIC EXCESSES AND NATURAL CALAMITIES LIKE EARTHQUAKES OR VIOLENT WINDS AND/OR FLOODS.

OUR VARIOUS GOVERNMENTS HAVE MADE BOLD ATTEMPTS AT DEVELOPMENT, BUT IF THE YARDSTICK IS SUSTAINABILITY AND GENERAL PROSPERITY, THEN WE ARE NOT ONE OF THE SUCCESS STORIES. WITH POVERTY LEVELS AT 70% OF THE POPULATION WE HAVE A LONG WAY TO GO TO BASK IN GLORY AND APPLAUSE. IN STARK CONTRAST TO THE POVERTY OF THE VAST MAJORITY OF OUR PEOPLE, FOREIGNERS HAVE MADE FORTUNES OUT OF OUR COUNTRY, WHILE OUR PEOPLE HAVE SUNK FURTHER INTO GRINDING POVERTY. THE BLAME FOR THIS LIES ENTIRELY WITH US, BECAUSE WE CAN ERADICATE POVERTY IN OUR MIDST WITHOUT RESORTING TO ANY FORMS OF XENOPHOBIA WHATSOEVER.

MANAGEMENT OF PUBLIC RESOURCES

THE PATRIOTIC FRONT BELIEVES THAT, THE FIRST STEP IN CORRECTING THE PAST FLAWS LIES IN CHANGING THE WAY WE USE PUBLIC RESOURCES. SERVING IN GOVERNMENT SHOULD NOT BE THE FAST TRACK TO ACCUMULATION OF PERSONAL WEALTH. PF IN GOVERNMENT SHALL THEREFORE STRENGTHEN CHECKS AND BALANCES AND REINVIGORATE INSTITUTIONS OF ACCOUNTABILITY AND ESPECIALLY THE AUDITOR GENERAL’S OFFICE AND THE ANTI-CORRUPTION COMMISSION. AT THE SAME TIME, WE SHALL STRIVE TO CREATE A CONDUCIVE AND ENABLING ENVIRONMENT TO ENABLE OUR CITIZENS TO BECOME PROSPEROUS THROUGH HONEST MEANS AND HARD WORK. A PF LED GOVERNMENT SHALL THEREFORE BE DEVOTED TO SERVING OUR LONG SUFFERING PEOPLE. EFFICIENT USE OF PUBLIC RESOURCES WOULD BE ITS GUIDING PRINCIPLE. TO PUT THIS PRINCIPLE INTO PRACTICE, A DRASTIC RESTRUCTURING OF AN EXCESSIVELY BLOATED GOVERNMENT, WHICH CONSUMES RESOURCES THAT CAN BEST BE SPENT ON CREATING INFRASTRUCTURE AND POVERTY REDUCTION WOULD BE ESSENTIAL. A COUNTRY WHICH DOES NOT PROVIDE CLEAN WATER AND SAFE SANITATION TO THE MAJORITY OF ITS PEOPLE CANNOT AFFORD THE LUXURY OF 22 MINISTRIES AND 65 MINISTERS.

DEVELOPMENT OF OUR VAST RURAL AREAS IS IMPAIRED BY THE LACK OF A NETWORK OF ALL WEATHER FEEDER ROADS AND OTHER ESSENTIAL SERVICES. TO ADDRESS THESE PROBLEMS, IT IS ESSENTIAL TO SET PRIORITIES, MARSHAL RESOURCES AND ENSURE CAREFUL AND HONEST HUSBANDRY OF THE RESOURCES. PROVISION OF EXTENSIVE BENEFITS TO THE TOP PUBLIC OFFICIALS IS A CLASSIC EXAMPLE OF MISALLOCATION OF RESOURCES. IT ALSO SENDS WRONG SIGNALS AND SETS A BAD EXAMPLE FOR ALL PUBLIC WORKERS, WHILE IT IS IMMORAL FOR A GOVERNMENT WHICH ENDLESSLY CALLS UPON THE MOST DISADVANTAGED SECTIONS OF OUR PEOPLE TO TIGHTEN BELTS THAT HAVE LONG SNAPPED.

POVERTY AND INEQUALITY

THE INCOME DISPARITIES IN OUR COUNTRY ARE ALSO ALARMING. BOLD STEPS ARE THEREFORE NEEDED TO ARREST THE SITUATION, BECAUSE EXCESSIVE INEQUALITY IS A TIME BOMB FOR THE LONG-TERM STABILITY OF OUR COUNTRY. POOR PEOPLE IN URBAN AREAS LIVE IN UNSANITARY CONDITIONS, WITHOUT CLEAN WATER AND PROPER SANITATION. THEIR TRANSPORT COST TO WORK OR SENDING CHILDREN TO SCHOOL AND HEALTH FACILITIES TAKES A SEVERE TOLL ON THEIR MEAGER INCOMES. FURTHERMORE, ZAMBIA IS A COUNTRY OF VERY LOW WAGES, BUT VERY HIGH LIVING COSTS. ALL THE BASIC NEEDS AND SERVICES, INCLUDING FOOD AND TRANSPORT ARE EXPENSIVE. LOW EARNINGS MEAN LOW PURCHASING POWER. THIS ACCOUNTS FOR ZAMBIA’S FAILURE TO REDUCE POVERTY OVER THE LAST 10 YEARS. FAILURE TO REDUCE POVERTY IN A COUNTRY WITH VAST RESOURCES IS TOTALLY UNACCEPTABLE. GOVERNMENT’S FAILURE TO REDUCE POVERTY IS A CLEAR INDICATION THAT IT HAD ITS PRIORITIES WRONG. WE MUST THEREFORE GET OUR ACT TOGETHER TO GET OUR PEOPLE OUT OF GRINDING POVERTY.

THE PATRIOTIC FRONT BELIEVES THAT, THE ROLE OF LEADERSHIP IS TO PROVIDE GUIDANCE BY EXAMPLE. BUILDING A SUCCESSFUL AND PROSPEROUS NATION REQUIRES SACRIFICE BY ALL. THIS PLACES A BURDENSOME RESPONSIBILITY ON THOSE WHO HAVE A CLAIM TO LEADERSHIP TO SET A GOOD EXAMPLE. THERE CAN BE NO MORAL JUSTIFICATION TO ASK PEOPLE WHO ALREADY HAVE NOTHING TO INCUR MORE PAINFUL SACRIFICES, WHILE THOSE IN THE LEADERSHIP WHO AT LEAST HAVE SOMETHING WIDEN THE FRONTIERS OF PRIVILEGE. IT IS IN THIS CONTEXT THAT THE PATRIOTIC FRONT HAS COME OUT STRONGLY ON THE PROPOSED HUGE SALARY BENEFITS FOR MINISTERS.

WE BELIEVE THAT THE COUNTRY’S TAX STRUCTURE SHOULD REFLECT A STRONG COMMITMENT TO SOCIAL EQUITY. THERE MUST BE MEANINGFUL CONCESSIONS TO THOSE IN THE LOWER INCOME BRACKET SO THAT THE GROSS INCOME IMBALANCES ARE REDUCED, WHILE AT THE SAME TIME RAISING THE PURCHASING POWER OF MANY WORKERS. HIGH PERSONAL INCOMES ARE A SURE WAY OF GROWING THE ECONOMY. OUR GOVERNMENTS PAST AND PRESENT, APART FROM BEING THE WORST EMPLOYERS IN TERMS OF CONDITIONS OF SERVICE, HAVE ALSO BEEN INDIFFERENT TO THE PLIGHT OF WORKERS IN THE PRIVATE SECTOR. IN PARTICULAR, ALL OUR PREVIOUS GOVERNMENTS WITHOUT EXCEPTION HAVE ALLOWED EVEN THE RICHEST COMPANIES TO PAY ZAMBIANS SLAVE WAGES. IT IS NOT THE ROLE OF GOVERNMENT TO DETERMINE EARNINGS IN THE PRIVATE SECTOR, BUT THROUGH DIALOGUE GOVERNMENT CAN HELP WORKERS LEVERAGE MORE REASONABLE WORKING CONDITIONS. A PF LED GOVERNMENT WOULD THEREFORE REVIEW THE TAXATION POLICY AND ENSURE THAT, WHILE OPTIMISING REVENUE TO GOVERNMENT A DISENABLING ENVIRONMENT IS NOT CREATED IN THE PROCESS.

AGRICULTURE AND RURAL DEVELOPMENT

MOST OF RURAL ZAMBIA IS SCARCELY ABOVE STONE AGE. WE CANNOT WAVE A MAGIC WAND TO CREATE OVERNIGHT PROSPERITY IN RURAL ZAMBIA, BUT MORE FOCUSED PROGRAMMES CAN MAKE A CHANGE. WHILE THE CURRENT GOVERNMENT HAS DONE SOMETHING POSITIVE THROUGH FERTILISER SUBSIDIES, THE PATRIOTIC FRONT BELIEVES THAT A LOT MORE NEEDS TO BE DONE TO REVAMP THE RURAL SECTOR. TO THAT END, IMPROVED CROP PRODUCTION AND ELIMINATION OF LIVESTOCK DISEASES IS CARDINAL. CONCERTED EFFORTS THEREFORE MUST BE MADE TO STRENGTHEN AGRICULTURAL RESEARCH AND EXTENSION SERVICES, BECAUSE IMPROVED PRODUCTIVITY IS THE ONLY WAY OF IMPROVING YIELDS OF OUR SMALL-SCALE FARMERS. PF IN GOVERNMENT SHALL ALSO PROVIDE RESOURCES FOR COMPENSATION OF OWNERS OF LIVESTOCK TO CONTROL LIVESTOCK DISEASES, WHICH HAVE DESTROYED THE LIVESTOCK SECTOR IN OUR COUNTRY.

INCREASED PRODUCTION WOULD, HOWEVER, BE FUTILE WITHOUT AN EFFECTIVE MARKET WITH PRICES THAT REFLECT THE COSTS OF AGRICULTURAL PRODUCTION. A LOT THEREFORE NEEDS TO BE DONE IN THE AREA OF AGRICULTURAL MARKETING. PROMOTING SUSTAINABLE RURAL DEVELOPMENT IS ESSENTIAL, BECAUSE ENHANCED PURCHASING POWER BY THE RURAL COMMUNITIES WILL GET OUR COUNTRY GOING BOTH ECONOMICALLY AND SOCIALLY.

LOCAL AND FOREIGN INVESTMENT

THE PATRIOTIC FRONT VALUES LOCAL AND FOREIGN INVESTORS EQUALLY. A PF GOVERNMENT SHALL THEREFORE NOT ONLY PROTECT INVESTMENT, BUT PROVIDE INCENTIVES ACROSS THE BOARD. PF ALSO RECOGNIZES THAT SKILLED PEOPLE ARE CRITICAL TO ECONOMIC DEVELOPMENT. BEARING THAT IN MIND, A PF LED GOVERNMENT WOULD ENCOURAGE PEOPLE WITH SKILLS WHICH ARE IN SHORT SUPPLY IN ZAMBIA TO LIVE AND WORK IN OUR COUNTRY. AT THE SAME TIME, A PF LED GOVERNMENT SHALL PROMOTE UPGRADING AND ACQUISITION OF CRITICAL SKILLS AMONG ZAMBIAN WORKERS.

THE ANTI-CORRUPTION CRUSADE STARTED BY PRESIDENT MWANAWASA IN 2002 SHALL BE EXTENDED TO COVER THE CURRENT REGIME. WE NEED TO COMBAT THE RAMPANT CORRUPTION IN THIS REGIME. WE MUST BRING ORDER TO ZAMBIA. ZAMBIANS MUST BE PROTECTED. ZAMBIA SIYOBWEREKA.

GOVERNMENT

MOST COMMONWEALTH COUNTRIES HAVE NOT MORE THAN 15 KEY MINISTRIES. IN AFRICA, HOWEVER, MOST AFRICAN LEADERS HAVE BLOATED GOVERNMENTS. THEY SPLIT THE KEY MINISTRIES AND CREATE UNPRODUCTIVE MINISTRIES FOR THE PURPOSE OF CREATING JOBS FOR BOYS AND GIRLS THAT HELP THEM ENHANCE THEIR DOMINANCE AND DICTATORIAL TENDENCIES. TAX PAYERS MONEY, WHICH SHOULD GO TOWARDS DEVELOPMENT IS, THEREFORE, WASTED ON UNPRODUCTIVE JOBS.

WITH MORE THAN 15 ELECTED MEMBERS OF PARLIAMENT AND A SUPPLEMENT OF 8 NOMINATED MPS FROM OUTSIDE PARLIAMENT, PF IS IN A POSITION TO FORM A LEAN, EFFICIENT AND PRODUCTIVE CABINET. PARLIAMENTARY MAJORITY IS NOT ESSENTIAL FOR A DEMOCRATIC GOVERNMENT NOT BENT ON PASSING DICTATORIAL AND CONTROVERSIAL BILLS. IT IS ONLY ESSENTIAL TO AN ARROGANT AND DICTATORIAL GOVERNMENT OF THE DAY, THAT IS UNWILLING TO LISTEN TO PEOPLE AND GROUPS WITH DIFFERENT VIEWS, AND USES THE DICTUM OF “TAKE IT OR LEAVE IT”. BETWEEN 2001 AND 2006, PARLIAMENT DID NOT PASS ANY BILL REQUIRING A PARLIAMENTARY MAJORITY. SIMILARLY, BETWEEN 2006 AND 2007 THERE WAS NO CONTROVERSIAL BILL IN PARLIAMENT TO WARRANT A BLOATED GOVERNMENT. THE ABORTIVE BILL FOR UNPRODUCTIVE SALARIES TAKEN TO PARLIAMENT IN THE ABSENCE OF THE LATE DR. MWANAWASA DID NOT ALSO REQUIRE ANY VOTES, BECAUSE MEMBERS OF PARLIAMENT DO NOT DEBATE BILLS RELATING TO THEIR EMOLUMENTS AND CONDITIONS OF SERVICE.

HOUSING ALLOWANCES

THE OUT-GOING GOVERNMENT EFFECTED CRIMINAL AND CALLOUS HOUSING ALLOWANCE DEDUCTIONS FROM CIVIL SERVANTS, WHICH LEFT MOST OF THEM WITH NEGATIVE NET INCOMES. THE PF GOVERNMENT SHALL REVERSE THAT CALLOUS DECISION AND RENEGOTIATE WITH THE RELEVANT TRADE UNIONS.

LOCAL GOVERNMENT

THE BRITISH GOVERNMENT GOVERNED ZAMBIA (THE THEN NORTHERN RHODESIA) FOR 70 YEARS. ALTHOUGH THEY GOVERNED THE COUNTRY WITH VERY FEW WHITE CIVIL SERVANTS FROM THE UNITED KINGDOM, THEY PROVIDED A MORE STABLE GOVERNMENT THAN ALL THE POST INDEPENDENCE GOVERNMENTS FROM KENNETH KAUNDA TO FREDRICK CHILUBA, AND INDEED THE LATE LEVY MWANAWASA. THE STABILITY THAT CHARACTERISED BRITISH COLONIAL RULE WAS DEPENDENT ON OUR TRADITIONAL RULERS. THE BRITISH GOVERNMENT EXTENDED NEGLIGIBLE SUBSIDIES TO OUR CHIEFS, BUT THE TRADITION OF PEOPLE LOOKING AFTER OUR CHIEFS ENSURED THAT, THEY ENJOYED REASONABLE LIVING STANDARDS. THE KENNETH KAUNDA LED GOVERNMENT, HOWEVER, ABOLISHED THAT TRADITION AND INSTEAD INTRODUCED NEGLIGIBLE SUBSIDIES.

THE OUT-GOING GOVERNMENT CORRUPTLY PROCURED A NUMBER OF MOTOR VEHICLES, WHICH WERE DISTRIBUTED TO OUR CHIEFS ON LOAN. HOWEVER, THE K400 000 MONTHLY SUBSIDIES CURRENTLY EXTENDED TO OUR ROYAL HIGHNESSES BY THE GOVERNMENT ARE SO LOW THAT, THEY CANNOT SUSTAIN OUR CHIEFS. THESE SUBSIDIES ARE ALSO INADEQUATE FOR SERVICING THE K40 MILLION MOTOR VEHICLE LOANS IMPOSED ON THE CHIEFS. PATRIOTIC FRONT IN GOVERNMENT SHALL CANCEL THE MOTOR VEHICLE LOANS SLAPPED ON THE CHIEFS AND CONVERT THEM INTO GRANTS, BECAUSE THE CHIEFS SHALL BE AN EXTENSION OF LOCAL GOVERNMENT. THEIR ROYAL HIGHNESSES SHALL, THEREFORE, USE THE SAID MOTOR VEHICLES TO SUPERVISE DEVELOPMENT PROJECTS IN THEIR AREAS, AS WELL AS EDUCATION, HEALTH, AGRICULTURE, COMMUNITY DEVELOPMENT, TOURISM AND PUBLIC HEALTH.

JUDICIARY, DEFENCE AND SECURITY

THE UNIP GOVERNMENT SET A RETIRING AGE OF 65 YEARS FOR HIGH COURT AND SUPREME COURT JUDGES. IN THOSE DAYS 65 YEARS WAS APPROPRIATE AS PEOPLE BECAME TOO OLD TO WORK BY THAT AGE. CIRCUMSTANCES HAVE, HOWEVER, CHANGED AND PF IN GOVERNMENT SHALL REVIEW THE SITUATION WITH A VIEW TO REMOVING UNCERTAINTY AND INSECURITY THAT GOES WITH PEOPLE WORKING ON CONTRACTS. SECURITY OF TENURE FOR JUDGES IS CRITICAL TO SAFEGUARDING THE INDEPENDENCE OF THE JUDICIARY. SIMILARLY, SENIOR DEFENCE AND SECURITY OFFICIALS REQUIRE SECURITY OF TENURE TO EXECUTE THEIR FUNCTIONS PROFESSIONALLY AND WITHOUT UNDUE PRESSURE AND FEAR OF THEIR CONTRACTS NOT BEING RENEWED.

UNIVERSITY OF ZAMBIA

THE UNIVERSITY OF ZAMBIA HAS BEEN CLOSED BECAUSE THE GOVERNMENT IS NOT PREPARED TO SEE SALARIES OF THE UNIVERSITY STAFF INCREASED BY 15%. YET, THE MINISTER OF FINANCE, HON. NGANDU MAGANDE HAD THE AUDACITY TO SAY THAT, “K20 BILLION KWACHA” WAS NOTHING, WHEN PF PROTESTED AGAINST THE EXCESSIVE INCREASE OF SALARIES AND FRINGE BENEFITS FOR CONSTITUTIONAL OFFICE HOLDERS. THE UNIVERSITY OF ZAMBIA HAS SINCE REMAINED CLOSED, INCONVENIENCING BOTH STUDENTS AND STAFF. THE PF GOVERNMENT SHALL PROMOTE HIGH QUALITY EDUCATION AND ABANDON THE CURRENT POLICY OF “LOW COST AND LOW QUALITY EDUCATION”. WE SHALL INSTEAD RESTRUCTURE THE EDUCATION SYSTEM INTO A CLEAR FOUR TIER SYSTEM OF PRESCHOOL; PRIMARY; SECONDARY; AND TERTIARY EDUCATION AND PROVIDE ADEQUATE RESOURCES TO ENSURE OUR COUNTRY BECOMES A CENTRE OF EXCELLENCE IN EDUCATION, SCIENCE, TECHNOLOGY AND INNOVATION IN SOUTHERN AFRICA.

INTERNATIONAL AGREEMENTS

PF IN GOVERNMENT SHALL RESPECT ALL LEGALLY BINDING CONTRACTS AND AGREEMENTS ENTERED INTO BY THE OUT-GOING GOVERNMENT.

    Investment in infrastructure is good. It will make more areas available for commercial scale farming, and will create jobs.

    I hope they plan to finance with money from the mines.

    EXCESSIVE INEQUALITY IS A TIME BOMB FOR THE LONG-TERM STABILITY OF OUR COUNTRY.

    I agree completely, which is why the elimination of poverty is not only a matter of ethics and the way forward in economic growth, but is also a matter of national security.

    LOW EARNINGS MEAN LOW PURCHASING POWER.

    And that is another reason to reduce poverty - the creation of domestic markets for consumer products, which in turn can stimulate the local production of consumer products.

    THIS ACCOUNTS FOR ZAMBIA’S FAILURE TO REDUCE POVERTY OVER THE LAST 10 YEARS.

    I think the greatest source is to have an economic policy that directly benefits (foreign) corporations over the people, and that is basically concentrates on export led development. We need production led development - people employed in infrastructure and agriculture, to produce goods for domestic markets. And I think money from the mines can make it happen.

    HIGH PERSONAL INCOMES ARE A SURE WAY OF GROWING THE ECONOMY. OUR GOVERNMENTS PAST AND PRESENT, APART FROM BEING THE WORST EMPLOYERS IN TERMS OF CONDITIONS OF SERVICE, HAVE ALSO BEEN INDIFFERENT TO THE PLIGHT OF WORKERS IN THE PRIVATE SECTOR.

    I agree.

    GOVERNMENT

    Completely agree. However, it must also be noticed that a lot of governments, even though the have fewer ministries, also have a lot of government agencies.

    But I think that a country of a population of 12 million doesn't need 30 or so ministries.

    Interesting. Is the PF suggesting a kind of coalition government? Or extensive negotiation before every bill? I thought that a parliamentary majority was pretty essential in an essentially two party system.

    LOCAL GOVERNMENT

    THE STABILITY THAT CHARACTERISED BRITISH COLONIAL RULE WAS DEPENDENT ON OUR TRADITIONAL RULERS. THE BRITISH GOVERNMENT EXTENDED NEGLIGIBLE SUBSIDIES TO OUR CHIEFS, BUT THE TRADITION OF PEOPLE LOOKING AFTER OUR CHIEFS ENSURED THAT, THEY ENJOYED REASONABLE LIVING STANDARDS.


    A 'stability' that is probably more mythological than anything. After all, it led to an active independence movement as it did everywhere else. Also, the population in the 1950s was 1/4th of what it is today.

    And living standards were higher, because the people looked after the chiefs (not the chiefs after the people)? I need more information on that one.

    However, it is clear that the emphasis on central government (the president and ministries, as well as the capital), comes at the detriment the people and local government.

  2. PF statement of policy is quite solid. Of interest is the emphasis on the reduction of poverty. Sata sounds like - 'listen others have failed you before' but here I am your savior. If he is believed, that could earn him a bunch of voters.

    But Sata hasn't really revealed what they discussed with Levy. To simply say that we reconciled, doesn't say much. Minister's salaries is just one miscalculation on the part of RB he wants to take advantage of. But already RB has corrected himself and said that he will not sign it. End of fight.

    Interestingly, Sata has avoided gaffle on foreign relations. No more Chinese go home! Anyway all in all at least he has some plan. We shall see whom the people will believe. Since Zambians tend to be risk-averse, RB may bag it.

    Having been a key figure in all previous governments, apart from Levy's, surely people would have to be very gullible to believe Mr Sata as the new 'saviour'.

    Luckily for him, polls in Zambia are more about the number of packets of sugar dished out than about policies.

    So go on Mr Sata, you don't need all those vague policy statements. Just go and buy the usual 'shaky shaky', chitenges, mealie meal, etc and dish them out. If you dish out enough, you may well win the keys to plot 1.

    Don't get me wrong people, I just think we have a while to go before we reach a certain level of political awareness amongst the public when they will have a grasp of this democracy we have taken on.

    Until then, it's all a farce...
