Related to food security, IFAD appears to be launching pilot programmes in various parts of Africa for the purpose of village level investment in agricultural development. Half the funds are a loan and the other half a grant, so scalability would be dependent on donor and affordable bank capital availability, but it will be interesting to see what kinds of results they can get by combining aid monies with debt obligations.
