A model farm?

Reuters report that the government is completing a model farm meant to encourage economic diversification. The 155,000-hectares Nansanga farm will be ready for foreign and local investors this year following the allocation of 42.4 billion kwacha ($9.19 million) in the budget. The approach is for government to provide the necessary infrastructure (roads, electricity, dams, etc) and allow the farmers to simply get on with the farming. In theory this sounds like the desired infrastructure approach. But I have not seen the details yet...
