Ok, I have just posted a short piece on decentralization.

It is a big problem that the forums are not reachable through the navigation bar, and there are no apparent links to the forums.

Thanks. I wouldn't have found either links without knowing where to look. I'm sure lots of other people have the same, because there are no posts yet, except for blog spam.

(Hint: put a text only robots.txt file in the root directory, which allows the website to restrict searches by search robots.)

It would be great if we could blog and put all our ideas forward (even better if they are seriously discussed and taken up).

They already have an intranet, but only for NCC members:

Good for the NCC! Now if only they could publish something more recent than 2007, it might enable more timely contribution by public observers. I will endeavor to give them the benefit of the doubt and assume the rest is coming soon, at least until I am done reading what they've posted so far ;)
